Consists of the minutes of the Public Service Commission from its creation in 1883 through 1983. Minutes are bound in 247 volumes and were maintained by the commission until they were transferred to TSLA. Meetings of the commission cover topics realted to railroads and utilities in the state. The records are arranged chronologically.

The Public Service Commission was created in 1883 by Governor William B. Bate to regulate railroads operating in Tennessee and was known as the Board of Railroad Assessors. In 1897 the name was changed to the Tennessee Railroad and Public Utilities Commission.
